When set, every signature first checks that the fetched key belongs to this account (0x...
or the Gala eth|<40 hex> form, case-insensitive; eth|0x... is refused at creation) and
refuses to sign otherwise (SIGNER_ADDRESS_MISMATCH). Use it when the key lives in a slot another surface can switch
between the moment a request was approved and the moment it is signed.
